He's lost. His base have turned. Ann Coulter has called him the biggest wimp President ever. He can't shut it down again. Pelosi has proven too strong for him. Another shutdown just ends the same way, and he just can't face that.

Coulter turning is massive actually - it's public high profile proof that fewer are now forgiving him for the BS and have lost patience.
