These are two separate punishments (12 pts for admin and the 9 +3 points for P&S breeches).
So can the following happen?

The EFL can keep the P&S punishment in their back pocket until the end of the season, to see where Derby are.
If they have survived relegation, then they can apply the 9+3 to send them down, ergo punish them. But if these admin 12 points send them down on their own, then they will apply the 9+3 next season, as this season would not be a punishment.

So your saying that finding another MM to have a go again is their only hope? I thought that such chancers were to be despised on here.
 
Wonder what will happen if the administrators can't find a buyer to take on the debts. It would surely be a cheaper option for any would be buyer to let the club be liquidated and then form a phoenix club.
