In the context I typed it in, yes.
The comparison isn't about who has the best team as our current one is miles behind and we'll probably never see the likes of either again but more that the players as a collective seem better drilled.
Keegan and Bobby may have got 100% out of their quality players but Rafa seems to be getting more than that out of individuals who have half the skill.

To be fair, I don't see why not.
KK payed with flair and had the support of the owner, first time round at least.
Sir Bobby had the support of Hall, to an extent Shepherd apart from in defence.
Rafa has been given limited resource but has overachieved in the same way the other two did. He has done it in a different way and added value to players just as KK and SBR did. Rafa has done it through organisation and defence at first. The future will tell whether Rafa can have a sustained effect.
