The PFA is financed by the Premier League.Quite ironic that the architect of the "undoing" of the proposed Salary Cap is the Professional Footballers' Association, who said that the caps were "unlawful and unenforceable". The panel upheld that view - but how many pro-football jobs will now be lost!
It was clearly explained how it would work.I don't see how a salary cap in it's present form was ever going to work long term, anyway. Having teams promoted/relegated to divisions with different caps (or in the Championship's case, no cap at all) was going to end up with severe problems that hadn't really been addressed. Promotion to an uncapped Championship for a League One team who would be under the constraints of a salary cap in the prior season would probably not go well for them. Either they don't spend large amounts of money and can't compete, or they do spend and run the risk of complete chaos should they go down. And if you introduce a salary cap to the Championship they you just shift that problem to between the Championship and the Premier League.
