It seems we either have some form of FFP, which supposedly stops clubs from being able to break into the elite. OR, we allow a mega wealthy owner to buy and transform any team into world beaters by spending billions. Neither are perfect.

I think Gary Neville had a middle ground idea, which again isn't perfect.

But, basically, everyone is allowed to spend the same as the top earners in the league - whatever Utd or City etc generated (as being a part of the Premier League) everyone gets to spend, in order to try and 'reach' those same levels. They effectively set the precedent
