This will be good. A tahfiz is an Islamic school teaching the Quran to kids. They are pretty unregulated since the fundamentalists won't accept secular authority over their religion and the government is afraid of losing popular support by being seen acting against their religion.

The man is claiming that she is his wife but the marriage wasn't registered so she isn't his wife but I suspect he has been getting the benefits of marriage from her anyway.

These tahfiz schools are a problem because they attract all kinds of weirdos who dress the right way and say the right things and then start fiddling the kids and kidnapping women.

If he has three wives all at the same time this bloke is a glutton for punishment and deserves locking up

Not to that degree, but there are similar conditions at play here with private and independent schools - even if worst case it's a bit of fraud. They aren't exactly 'unregulated' but they are poorly regulated in some circumstances because the inspectors basically don't know what they are looking for (in terms of harm, and well being etc).

I don't get your line 'the Gov is afraid of losing popular support'. I'm assuming my lack of wider knowledge, but from where I sit I'd see support for all types of schools being judged, held to the same account, with specialist investigators who know the nuances making the decisions.

Teaching the Quran to kids doesn't bother me, nor the Bible, or the Torah etc - kids should actually probably be taught all of them so they see if religion is a thing - it's the same bloody thing with a new film title. But every school should be judged the same irrespective of their favourite film surely?

Because there are a multitude of commonly practiced religions here and there are cheap political points to be scored from dividing people by religion, anything to do with religion is an extremely sensitive topic here.

Throw in the fact that Muslims believe that their religion is constantly under attack from Satan (and Christians) and you have an environment where rationality and dialogue become impossible and nobody wants to touch anything to do with religion.

I can see why you have fitted right in there BB. It's sounds pretty much like how this place has become.

So it's the usual political stuff then at core, irrespective of whether or not 'most' sane people would want it done a better way.

I know very little about your area of the world, it's why I don't pipe up often even though I do read, and very interesting you reference Satan. That side of the Quran rarely gets a mention over here, I know our version of the horny Lucy goes under a different guise, Iblis/Elbus or something along those lines, but it sounds like the varying religions are more stuck at the binary or fundamental stage of a religious growth.
