Can anyone explain to me what a suspended disqualification is. I think the European governing body has'nt got the guts to do anything, suspended disqualification, know such thing.

Basically if their fans do anything naughty inside stadiums during rest of the tournament, they are thrown out. But it's too light a touch, clearly.
