Ooh tricky one.
I'm a bit of a flag geek so I think Brazil (27) Australia (7), tunisia (1), Panama (2), definitely have stars on them and Argentina and Uruguay have a sort of star on each.
Can't think of any more so 38 stars is my answer...

Argentina and Uruguay are ? so not sure if they count.. something to do with indigenous cultures’ worship of sun gods like Inti I’d imagine
 
Chile has 1 star also I think.
Brazil is 27, Tunisia 1 Panama 2 and I always thought Australia was 6 so I'll plump for 37

Uruguay/Argentina are suns not stars
