Just how randomly are the football fixtures generated?

All this talk about potentially reducing fixtures and getting rid of midweek league games got me thinking about the midweek league fixtures that we have this year. We were given 6 midweek games that are/were night matches (3 home and 3 away). The home fixtures were/are against Plymouth Exeter and Cambridge while 3 away matches are againstDoncaster and yes you guessed it, Plymouth and Exeter.

Now this is clearly more than just a coincidence in which case, why the hell can't they make sure that midweek games don't involve ridiculously long journeys for fans to have to make. If the EFL really do want to come up with a 'Whole Game Solution' they really ought to consider that the fans play a massive part in the 'whole game'.
