My guess we wanted to sign him permanently (fee agreed) but he didn’t want to commit to that. I realise loans can have fees too of course.

I would guess both clubs wanted a permanent deal but he didn't want come on a permanent and they've gone for a loan to if it suits and a permanent in the summer if we go up?
