Is the transfer window closed?

I've taken this from an article about the transfer/loan window, if I'm reading it correctly it sounds like a way round the 9th of August deadline.

Any temporary loan transfer which subsequently becomes a permanent transfer (which can occur any time during the period of the temporary loan transfer) shall not count against a club’s quota of such temporary loan transfers for that season.

As I understand all football league clubs can sign players on loan for the first half of the season.Or the full season of course.Loans can become permanent during the next transfer window.This will of course favour unwanted players moves.While it doesn't prevent any football league player moving.The loan window as I understand it prevents clubs receiving money until the next window.
 
The way the article is written suggests that the loan can be made permanent at any time during the loan period?

The is no difference in practical sense between buying someone permanently on this coming Monday and signing someone on loan until the 1st January and then buying them on the 1st January.

If that is true .Which I suspect you could well be right.They may as well left the transfer window open as nothing has changed since . if we can sign a loan deal then buy the player a day or so later.At least if it was transfer window purchase only it would largely stop a hostile bid for a player the club didn't really want to sell .A larger clubs pull could still put in a bid to get a reaction from the player .
