The transfer window closed at 23.00 on 31st January.

Since then Mansfield have signed 2 players, one on the 2nd from Burton and one today from Leicester.
 
Turner had been released by Burton during the window was a free agent, so can be signed outside the window. No idea about the other one.
 
Both free agents. I'm sure I read somewhere for the summer window free agents had to be signed by the end of that window. Clearly this is not the case in this one. I suppose it is something along the lines of preventing players being able to earn a living but simply if a player is now a free agent he can sign for another club and play this season providing they haven't already played for two clubs.
Mansfield not the only ones to have done this since last Thursday
 
As long as the player was a free agent before the deadline they can be signed up until the end of March. Often you can get deals completed before the deadline but announced afterwards as a bit of non-football paperwork has held it up.
 
I *think* you can sign unattached players until March, then there's a complete close for the final weeks of the season.
