The different colour roses were created by the Tudors, after coming to power. Prior to that, a red rose never signified Lancashire, and a white rose never signified Yorkshire. Henry Tudor wanted an emblem that showed that the country was united under his rule. Someone came up with the roses thing and made the Tudor combined one, which signifies the King's marriage to Elizabeth of York. The term "wars of the roses" was invented by Shakespeare years later.
