Where is the logic behind a smaller deduction for a second breach?

Does common sense not dictate that it should be a smaller deduction for the first offence and larger deductions for subsequent offences if clubs aren't learning their lesson?
you'd think so wouldn't you, but Don't think premier League & common sense can be used in the same sentence mate

There is no common sense , logic has gone out of the window , they literally don't know what they're doing . Next season : Premier League deduction points by Tombola.
 
They didn’t manage to reduce the debt the next season and carried on spending. Double jeopardy is bollocks but if we survive I expect us to get either one point or none as we have actually reigned things in.

The fact that the 21/22 deduction was imposed this season was as much Everton's fault as anyone's.
