When I had a subsidary in Klagenfurt I was popping back and forth to Vienna, I had many employees from around the country who supported them; they're generally a very well run club, with a small stadium - often punhcing above their (financial) weight:

lol - so the whole of Europe have to stand on parade on the new handball rule but the same region can operate with different amounts of subs. Gotta love the football authorities.
