I wonder if the UK government is engaging in a bit of a political play putting Turkey on the red list and possibly not allowing even the teams/staff to avoid quarantining. It would be quite the powerplay to do so to force UEFA's hand in getting the final moved to England where many fans of the 2 clubs will actually be able to attend. Of course it would also have the added advantage of lining a few local pockets along the way
