Don't know for sure about Football League but reasonably confident no one has finished with minus points.
Fort William did manage it last season in the Highland League. Really struggled with players but kept going.

I've written to the EFL regarding Bolton's point deductions (Brentford/Doncaster).

Here is their reply:

Hello Simon,

Thank you for your email.

The EFL has not yet made any announcement in relation to either fixture and I’m afraid we cannot provide a date in relation to the commission hearing.

Any further comments will be made in due course.

Well done for writing to them. It doesn't do any harm to let them know the common fans haven't forgotten about this. I'm sure they would quietly like to sweep it under the carpet if they could.
