I am now official
The decision was so ridiculous, but the guy paid.... in pennies.

Clever that he asked the day before doing it, because usually there is a legal limit to any coin you use in payment (or if there isn't that would have been the strangest dream I ever had reading about the legal limit!)

My council no longer accepts cash payments, so such a protest would be futile for me. Unfortunately.
